Financial Support Program for Small Farmers, and Its Impact on Local Food Security. Evidence from Indonesia

This paper addresses the implementation of Kawasan Mandiri Pangan (KMP) program, a microfinance program for farmer groups, assessing whether affects farmers’ decisions concerning production, marketing, and consumption or not, its impacts on household food security along three dimensions: availability, access, utilization. Based qualitative theory change mixed-methods analysis, which uses interviews focus group discussions (FGDs), this research sheds light program’s success among two groups farmers. Both experienced improved productivity increased but only one sustained program. The results indicate that has not affected commercialization any particular crop, where crop’s best selling price, relationships, commitments are factors affect marketing decisions. Other findings show how access at level when price was reasonable, while utilization influenced predominantly by local wisdom. Taken together, highlight importance capability management, commitment members, supervision agricultural extension agents. There is need locally owned enterprise to absorb products maintain crops, primary driver accessibility level.
